Hampshire Fire and Rescue, The Office of the Police & Crime Commissioner and Hampshire Constabulary have a growing number of shared sites across the county. HFRS and OPCC have requirements for the provision of a range of catering services for several operational premises based across the County of Hampshire.
Site locations include Hampshire Fire and Rescue Service & Hampshire Constabulary Headquarters, Eastleigh; Hampshire Constabulary Southern Support Training Centre, Netley; Southampton Central Police Station; and in the future two new Police Investigation Centres in Basingstoke and Portsmouth. The scope of catering arrangements required is similar at each site and includes staff catering, custody suite catering, coffee shop style facilities, refreshments for meetings, conference and event hospitality and snack vending.
We have recently provided specialist catering consultancy support to HFRS and OPCC to support the catering tender process and ensure that the tender and contract is appropriate and attractive to a wide range of relevant catering organisations. Our scope has included reviewing the catering at each of the aforementioned sites; reviewing the Invitation to Tender and Specification documents; undertaking a review and benchmarking the current financial performance as well as reviewing elements of the Framework Agreement. Following this we provided detailed recommendations in relation to the Invitation to Tender and Specification documents, as well as conceptual, operational, design and financial recommendations including developing a detailed demand and profit & loss forecast for the sites. Information was also presented to the Partners.
